The information on certification carrying out of verification officers of measuring apparatuses

According to the Law of the Republic of Kazakhstan from June 7, 2000 "About maintenance of measurements unity " verification officer is the expert of the state metrological service or metrological services of the accredited legal bodies, certified in the order established by authorized body on technical regulations and metrology, with the right of carrying out of measuring apparatuses checking.

The certification order of verification officers is established by the Rules of carrying out of verification officers certification in the field of maintenance of measurements unity and confirmed by the Order # 279 of the Committee on Technical Regulations and Metrology of the Ministry of Industry and Trade of the  Republic of Kazakhstan from May 23, 2007    (it is registered in the Register of the state registration of standard legal certificates as #   4750, it is published in the Legal newspaper in August 7, 2007,  # 119 (1322)).

Certification of verification officers is carried out by the State Scientific Metrological Centre (hereinafter referred to as- GNMTS) which is "The Kazakhstan Institute of Metrology" RGP (RGP KazInMetr) (according to the Order #1342 of the Government of the RK  from November 1, 1996).    Consideration of materials and the decision on certification of verification officers are accepted by the qualifying commission.

Qualification of verification officer on the kinds of measurements (established in ST RK of 2.42-2002"GSI РК Kinds of measurements. Classification") is given to the certified expert.

Following qualifying demands to candidates on verification officers are made:

1) Secondary technical education and the experience of work in the field of maintenance of measurements unity not less than two years or the higher education;

2) Theoretical training on a qualifying course on the declared kind of measurements;

3) The internship on the declared kind of the measurements, including carrying out not less than five checkings of measuring apparatuses on the chosen kind of measurements, and with the practical experience by the declared kind of measurements if it is less than one year. In a case, if the candidate on qualification verification officers declares on several kinds of measurements the internship has to include carrying out not less than three checking of measuring apparatuses by each declared kind of measurements.

For qualification of verification officers at GNMTS the following documents are represented:

1) Application for the kind measurements instructions (according to ST RK 2);

2) Notarially certified copies of identification.

3) Notarially certified a copy of document on education;

4) Notarially certified or assured by the organization which has submitted documents on certification, a copy of the document certifying the training at qualifying course;

5) A reference, certifying training course. The reference certifying the training course, given out one year before application or the expert who does not have the certificate on assignment of corresponding qualification, the qualifying commission does not admit. The reference form is established by "GSI RК. Qualification of the personnel in the field of metrology" ST RK 2 (amendment 1);

6) Notarially certified or assured by the organization (which has submitted documents on certification), copies of the documents confirming the experience of work in the field of maintenance of measurements unity (the work record card or an equivalent document);

7) The testimonial;

8) Notarially certified or assured by the organization (which has submitted documents on certification), copies of documents on improvement of professional skills, additional training, participation in other works on maintenance of measurements unity (at presence).

The decision on qualification assignment verification officers is accepted by GNMTS qualifying commission within 30 calendar days from the date of application with the presence of complete set of documents.

In the case of positive decision of the qualifying commission the certificate on qualification assignment, according to the Appendix, for a period of three years is given.

The certificate on qualification assignment is subject of obligatory registration in the Register of the State System of maintenance of measurements unity.

In the case of the negative decision the candidate receives sufficient refusal in written form.

The basis for refusal are:

1) Discrepancy of the candidate to the established qualifying requirements to the given qualification;

2) In the absence of some of required documents.

After the expiry of the term of the certificate, verification officer goes through re-attestation, certificate prolongation of verification officers is not supposed.

For re-attestation verification officers on the same kinds of measurements on which he (she) has been certified, send to GNMTS the complete set of documents required for certification, except for the reference on training.
