Certification of measuring instruments

The order on conducting of metrological certification, registration and record of metering methods in register of SMS of RK is stated in ST RK 2.18-2003 “SMS RK. Metering methods. The order of development, metrological certification, registration and application”.

The State scientific metrological center (hereinafter - SSMC) or legal persons, accredited in accordance with the requirements of ST RK 7.6-2003 “AS RK. Requirements and order of accreditation to have the right for the metrological certification of MM” carry out the metrological certification of metering methods.

There are set of documents on conducting metrological certification of MM, including:

-           application form for conducting metrological certification with appointed scope of MM in the arbitrary shape;

-           raw data for the development of MM;

-           document (item or a part of a document), regulating MM in two copies or a draft document, regulating MM, completed as an intergovernmental standard, state standard in two copies;

-           program and report on theoretical and experimental researches on identification of characteristics of measurement error;

-           agreement (permission for application) of the MM, given by state control and supervision bodies, depends on scope (in the field of environmental protection, nuclear, radiation, sanitary-hygienic, industrial, fire safety services, state technical supervision and appropriate bodies for normative documents on production of building industry and alcoholic production) in case if MM is intended to identify safety factor;

-           agreement with interested legal or natural persons, in case if MM is used in commercial record keeping.

Legal person, conducted metrological certification of MM or user sends to SSMC set of documents on registration of document (item or a part of a document), developed within the republic, regulating MM, including:

-           application form for registration of document (item or a part of a document), regulating MM in register of SMS of RK with appointed range of MM in the arbitrary shape;

-           copy of approved document (item or a part of a document), regulating MM in two copies;

-           copy of metrological certificate of MM in two copies;

-           agreement (permission for application) of the MM, given by state control and supervision  bodies, depends on scope (in the field of environmental protection, nuclear, radiation, sanitary-hygienic, industrial, fire safety services, state technical supervision and appropriate bodies for normative documents on production of building industry and alcoholic production) in case if MM is intended to identify safety factor;

-           document of MM author, conforming the rights of applicant for application and registration of MM in register of SMS RK.

            An applicant to make record of document, developed in CIS countries and regulated MM in register of SMS of RK gives the authorized body for technical regulation and metrology set of documents which includes:

-           application form to record document (item or a part of a document), including the scope of MM (measurement subject, including the title of product and controlled parameters, and the range of MM – within an organization, trade and republic); substantiation of necessity in conducting of record of MM;

-           copy of certificate of MM;

-           registration form of MM in two copies;

-           consent of the MM author to grant the right to make copies of registration form, approved as MM (at will of the author) to national body of importer-country;

-           conclusion on metrological expertise of materials on application access of MM, carried out by SSMC.

-           agreement (permission for application) of the MM, given by state control and supervision  bodies, depends on scope (in the field of environmental protection, nuclear, radiation, sanitary-hygienic, industrial, fire safety services, state technical supervision and appropriate bodies for normative documents on production of building industry and alcoholic production) in case if MM is intended to identify safety factor;

-           agreement with interested legal or natural persons, in case if MM is used in commercial record keeping;

-           document of MM author, conforming the rights of applicant for application and registration of MM in register of SMS RK.

            For the prolongation of a term of metrological certificate, the term of which is not expired or is open-ended the application form for prolongation of the expiration date of MM registration with appropriate substitution for MM, developed within the republic is granted to SSMC; for MM, developed in CIS countries – to the authorized body.
